Empirical Research On Implementation Effect And Typical Assessment Methods Of Regional Land Regulation

Under the background that land constraints on economic development increases and the low quality of economic development,Paper proposed use of the land regulation to regulate regional development, namely regional land regulation,build the basic framework of regional resources regulation, establishment of regional land regulation system evaluation criteria from four levels of resource,economic,ecological and social,a typical method of analysis and listed four regional land regulatory impact assessment of China’s major land regulations to assess the effect of regulation, and finally empirical analysis regional land regulation based on the two typical methods questionnaire and DEA of qualitative and quantitative as Chongqing an example.The following conclusions:1. Chongqing land policy in macro-control overall good, total score of 82.57, in the land policy in the implementation of macro-control (Al-79.62) rating lack of a complete information system in policy implementation mechanism (B1) aspects e-government services needs to be improved, oversight bodies need to be improved; there are still too big funds needed, the higher opportunity costs and other issues in terms of cost and efficiency(B2) of the implementation of the policy; in land policy in the macro-control effects (A2-84.23) rating; and the direct effect of the policy (B3), the land after the implementation of macro-control policies lead to regional economic growth and economic growth rate, but the land policy in macroeconomic regulation may also lead to new problems; for incidental effects and effects of the policy (B4), the land policy in the macro-control has a positive role in promoting public participation and improve overall strength has a higher degree of satisfaction, but there is still room for improvement.2. Chongqing overall efficiency of land regulation is 0.829, DEA land regulation has not been implemented effectively. Yuzhong,Jiangbei and other 14 counties to achieve the land regulation overall DEA effective,technology effectively and scale effectively. The city’s 38 districts and counties of the state-owned construction land supply redundancy does not appear, and in the land regulation of Chongqing non valid DEA districts, some districts of fixed asset investment and labor resources have not been fully utilized,GDP and the tertiary sector share of GDP did not reach an effective level, lack effectiveness of land regulation to curb the land violations, indicating that these counties into improper land, labor resource allocation and industrial structure exists unreasonable situation.In addition to Yuzhong and Jiangbei 14 districts constant returns to scale, in the remaining 24 counties Yunyang, Wuxi and Fengjie at the state of decreasing scale, indicating that the efficiency of investment in these three districts changed poor, the degree of under-utilized resources, the government should strengthen guidance and control.
