| Since Pudong District of Shanghai developed in 1990, Shanghai shipping industry is being expanded open up.From the set up of Waigaoqiao Free Trade Zone in 2001,to our country’s accession to the WTO, shipping industry rules are always being revised. As China (Shanghai) Pilot Free Trade Zone was formally established in in September 2013, the opening up of shipping industry made a historical step.Unlike opening policies before, the establishment of FTZ in Shanghai is a part of our country’s open policy. Not only the shipping policies are amended, including the relaxation of foreign equity limit of shipping companies, but also the regulation mode of shipping industry has made innovation, including the innovation of the ship registry and negative list management mode, etc.This paper starts with the introduction of the opening up of shipping industry, and there three different timing which are the development of Pudong, the entry of WTO and the establishment of FTZ. The paper introduces different open policies during different periods. At the same time, combining with the construction of Shanghai international shipping center and the development of international shipping logistics, we use theoretical analysis and quantitative empirical analysis to affirm the positive effect of shipping industry opening up on the development of shipping logistics in Shanghai and on the Yangtze river delta regional economic growth.Combining with the effect of FTZ shipping industry open policy, we think that China (Shanghai) Pilot Free Trade Zone should further implement the policy to make the shipping industry getting substantial open. Then Yangtze river delta region should promote the docking with FTZ on the institutional innovation and industrial transformation, which not only help FTZ accumulate the experience, but also can better drive the development of Yangtze river delta economy. |
