The Survey Of Processing Situations Of The New Rural Cooperative Medical Insurance In Fumeng County

China is a large agricultural country, and has a large number of rural population, which has accounted for big part of our country. The new rural cooperative medical insurance system is created for Chinese peasants with the characteristics of voluntary participation, mutual aid and relief, and comprehensive arrangement for serious disease. This system not only provides the basic medical and health services but also relieves the situation of poverty caused by illness, difficult and costly to see a doctor and other important issues. However, with the progress of China’s regional economy, the level of health services and medical treatment is uneven. In this paper, through based on the results of investigation from health department of Fumeng couny, township hospitals, village clinics, and the local residents’ evaluation to the new rural cooperative medical insurance system, to research and analysis the progress of the system in Fumeng Couny, and in-depth analysis the current problems of the new rural cooperative medical insurance system and their causes, and put forward some countermeasures and suggestions to solve the above problems.Firstly, this paper used a survey method to analysis the process of the new rural cooperative medical insurance system in Fumeng area. And use SPSS 19.0 software to process the data of reliability, validity and effective in 300 valid questionnaires of 320 distributed ones. Secondly, through the analysis of the survey, found several problems. In local area, the system lags behind the relevant legislation; the medical and health institutions was unreasonable; financial investment was insufficient; inadequate supervision and accountability mechanisms and other issues. Finally, proposed in four aspects to the local system. Improve the supporting laws and regulations; Optimize the construction of the system; overall planning the personnel training in the system; and set up a supervision mechanism.This paper explores the local new rural cooperative medical insurance system under the guidance of Fumeng Health Department. At the same time, make it to the attention of the local government, relevant departments to provide sound policy recommendations, systems, structures, personnel, supervision and other aspects of the new rural cooperative medical care further development.
