Exploration On The Integration Feasibility Of The New Rural Cooperative Medical Insurance System And The Ruban Basic Medical Insurance System

"Everyone is assured of basic social security", which is one of the strategic objectives in the Seventeenth Central Committee of C.P.C..After the framework of basic health insurance system is established in China, the health insurance system is developing into the stage of system improvement.In the period of the12th-five plan,further speed up of the urbanization process and further strengthen of the aging trends in China increasingly obvious shortcomings of urban-rural split,Institutional fragmentation and disparity between the level of protection were caused by the paralleling of three existed health insurance systems.In order to achieve the target of "everyone is assured", it is necessary to speed unconvergence and integration of the three systems and establish the sustainable health insurance system with integrated urban and rural.Because of status quo with Chinese stage of economic and social development and regional imbalance of economic and social development.It is unrealistic with a step across the country to achieve leapfrog development,but the progressive integration path is an inevitable choice in different systems and different areas.To take the new rural cooperative medical system and urban basic medical insurance system for the study, applying to the theories with social justice theory,health equity theory, medical insurance theory, system transference theory route depending theory and so on, primarily through literature review and expert consultation,using methods of comparative analysis, empirical analysis from multiple levels, the article analyzes the background and compares similarities and differences between the basic framework of two systems, including system properties, funding criteria, compensate packages, operating management etc., explains the questions of two systems, summarizing experience of two pilot cities,explores necessity and feasibility of the integration with two basic health insurance systems in Shangrao city, Jiangxi Province.It leads to the conclusions that currently, basic conditions for new rural cooperative medical system and urban medical system to integrate is enough, it is helpful to improve the level of medical care and fairness and it is also helpful to achieve higher level of co-ordination and integration and then lay the foundation for achieving goal of "universal coverage".
