From the beginning of the 1990s, China established a number of bonded areas, and gradually set up the export processing zone, bonded logistics park, cross border industrial zone, the bonded port area and the comprehensive bonded zone. The establishment process of customs special supervision area is an exploration process, therefore, there are a lot of problems. For example, goods export from the bonded areas can get taxes back only if goods have left China, but taxes cannot get back if goods are still in the bonded areas. The bonded logistics park cannot carry out the processing trade business; Function of the export processing zone is single etc.. In view of this, in 2012, guidance of the State Council on promoting the customs special supervision areas scientific development pointed out that our state will gradually put the existing export processing zones, bonded logistics park, cross border industrial zones, the bonded port area and the boned areas together. However, most of work operated in the comprehensive bonded zone is still in the low-side of the Smiling curve.In order to further deepen reform, expand opening up, in September,2013, the state set up China’s first free trade zone-Chinese (Shanghai) experimental free trade zone. Compared with the comprehensive bonded zone, free trade zone pays more attention to both ends of the Smiling curve in product development, design, intellectual property rights, free trade service trade, offshore financial and Brand Operation.Looking to the future, all kinds of customs special supervision areas will eventually become free trade zone. Therefore, this paper studies the development process of customs special supervision areas, and put forward to integrate all the customs special supervision areas rationally and effectively, and finally form China’s planning system of free trade zones. Firstly, this paper describes the concepts, present situation, integrate tendency of the customs special supervision areas and the free trade zones. Secondly, this paper uses cluster analysis to integrate all the customs special supervision areas, and adjust the clustering results properly. Eventually we gather all our existing customs special supervision areas into 44 categories. Thirdly, this paper establishes an evaluation system, and collects all the index dates of Hong Kong, Singapore, Dubai, Shanghai and all the 44 categories. Then, this paper studies the 44 categories with the use of Bayesian discriminant analysis, and decides which one of these 44 categories have reached the level of establishing free trade zone and which one have reached the level of establishing comprehensive bonded zone. Finally, this paper establishes a planning system of free trade zones.
