China's Bonded Zones are the most open special economic regions with Chinese characteristics, and the setting-up results from the accordance to China's national conditions and the references to the modes of world free ports, free zones and the export processing zones. So far, China has established 15 Bonded Zones. After more than 10 years of development, the economic strength of the Bonded Zones continuously enhance, and Bonded Zones have played an important role in linking the domestic and foreign markets and resources, matchmaking, expanding exports, introducing technology, increasing employment and promoting radiation Regional economic development. Since the beginning of the 21st century, with the integration of the world economy, globalization of markets and the liberalization of international trade, China's Bonded Zones highlight serious problem increasingly and reform is imperative. According to the developing experience and future trends of the world free trade area and the status of China's economic development and national conditions, China's State Council established that the development model of bonded zones is: "Bonded Zone - Integration between Bonded Zone and port area-Boned Seaport District- free trade zone". Qingdao Bonded Zone is one of special economic regions that with China's largest foreign economic openness of the mainland, most flexible operation and the best policy. In 2004, the State Council has formally approved qingdao had been the experiment unit that began the integration between Bonded Zone and port area. So, the study of transition from Qingdao Bonded Zone to Qingdao Boned Seaport District is of great significance.Based on the definition of Bonded Zone, the integration between Bonded Zone and port area and Boned Seaport District, this paper analysis the development of China's Bonded Zones since creation. At present, China has 15 Bonded Zones totally. After more than 10 years of development and construction, Bonded Zones have made remarkable achievements and become a successful model of China's opening to the outside world and with international practice. However, in the development and construction process, there are also many contradictions and problems that seriously constraint the functions of the Bonded Zones.Qingdao Bonded Zone has the characteristics of "out of customs", and implements special policies of "permit-free, duty-free, tax-free". After the integration between Bonded Zone and port area, the new functions are international transit, international procurement, international distribution and international entrepot trade, and the most important function is to develop modern international logistics industry. The development of the times, the construction of Shandong Peninsula and its own development are urgent for the transition from Qingdao Bonded Zone to Qingdao Boned Seaport District.Qingdao Bonded Zone relies on Qingdao Port and have a lot of advantages: obvious regional advantages and superior port conditions; conspicuous economic advantages ; a good development situation got by gray predict model; the Qingdao Municipal Government has made positive efforts and put forward a number of preferential policies for the creation of Boned Seaport District; using factor analysis and get the Qingdao Port's comprehensive competitiveness and the result that Qingdao Port ranks 2nd in domestic main ports, just lower than Shanghai Port, so the advantage of Qingdao port is really very clear. Therefore, the Qingdao Bonded Zone bonded is really qualified to restructure Boned Seaport District and it is viable.To promote the transition to the bonded port, Qingdao Bonded Zone must go on promoting integration deeply, construct the modern logistics industry demonstration zone; innovate technological; establish better characteristics of the customs system for Boned Seaport District; improves the port industry chain, vigorously develop Industry that by the port; integrate the Shandong Peninsula port resources; be in line with international practice, and try to get the state's preferential policies.This paper applies a combined research methods of theoretical research and empirical analysis, qualitative analysis and quantitative analysis. Innovation is: On the basis of the systematic research about the basic theory and the development direction of Free Trade Zone in China, we bring forward the basic function orientation of Qingdao Boned Seaport District; Using gray predict model and get the development trend of Qingdao container throughput and cargo throughput from 2008 to 2012, make quantitative analysis for Qingdao port foreground and offer the gist for the construction of Qingdao Boned Seaport District; make use of factor analysis, use various indexes to make the Feasibility Analysis of construction of Boned Seaport District in Qingdao.
