In the 21st century, the human society has distinctly developed in fast speed, thus the century is called as "A century of urbanization ". At the period, all the countries around the world have regarded urban development as important element and theme. The prosperity and development of economy and society in western minority areas can be enhanced by improving the level and speed of pastoral urbanization. In addition, the prosperity and development are also of great significance in promoting urban and rural development, balancing regional development and achieving the history goal of building a well-off society.Today’s urbanization is not equated with helping farmers live in city. It is, however, building new socialist countryside. Generally speaking, the problems and difficulties in the course of promoting urbanization of agricultural regions or industrial regions are relatively easy to cope with. However, since there are lots of obstacles in the way, the speed in promoting pastoral urbanization is very slow. One reason is:with limited financial resources, local governments cannot effectively solve the employment of herders and their families; another reason is:due to a huge difference between pastoralists’original lifestyles and urban lifestyles, they are not enthusiastic to live in cities.The thesis selects TaoHeMu---the typical pastoral in Horqin Right Wing Front Banner, to carry on field research as well as analyze the stage of local urbanization, and then sum up obstacles in the process of pastoral urbanization. Owing to the specialty of pastoral area’s location, industry structure, population and cultural aspects, its urbanization is not thus simple to realize. It also proves that general ways of agricultural urbanization is not suitable for pastoral areas; only by adjust measures to local conditions can pastoral area realize urbanization. Compared to other regions, the advantage of pastoral area is livestock. Hence the thesis argues that pastoral area should be urbanized by promoting the development of animal husbandry. To approach the goal, the government should accelerate the Industrial management of animal husbandry while enhance secondary and tertiary industries. In addition, government should also provide more jobs for citizens; then the population can be gathered and a solid foundation of urbanization will be laid. After that, the government should accelerate the development of social undertakings in towns and strengthen infrastructure constructions.
