Emergency supplies scheduling play a significant role in the process of close support to the disaster areas and rescuing victims. It is a special logistics activity, but also the key stage of emergency response. The core research content of the emergency scheduling is to make supply points combination plans, to distribute emergency materials according to the need of the disaster areas, and to optimize the distribution routes. A scientific and reasonable emergency supplies plan could improve the efficiency of rescue, achieving the goal of rapid response, timely supply and meeting the need of disaster areas.Firstly, this thesis discusses the overseas and domestic research status and the existing problems in detail, analyzing the related theory of emergency scheduling,stating the relationship between the demand characteristics of emergency supplies and emergency scheduling. Secondly, analyzing the source of the uncertainty of emergency scheduling system, based on the model of emergency supplies scheduling under ideal conditions, taken into consideration the demand uncertainty and the imperfect road conditions, the thesis constructs emergency supplies scheduling model under fuzzy demand and road impairment. And then, according to the emergency event case, the genetic algorithm and particle swarm algorithm are combined and designed to solve the emergency supplies scheduling model constructed above. Comparing the results from the hybrid algorithm and the traditional particle swarm algorithm, the feasibility and effectiveness of the hybrid algorithm is verified; and it provides a feasibility scheme for the decision maker to solve emergency supplies scheduling problem under fuzzy demand and road impairment. Finally, it puts forward some useful and meaningful suggestions countermeasures to improve the efficiency of emergency dispatching.
