China has started its reform since late 1990s. Investment attraction, especially foreign investment attraction, has significantly symbolized the implementation of reform and opening-up policies by local governments. As reform and opening-up were progressively promoted, investment attraction has facilitated the development of national economy of China. However, many problems have emerged when governments were attracting foreign investment. According to the process of China’s reform and opening-up, it may be found that investment attraction is a historically reasonable as a special activity. However, from the perspective of public administration, it is essentially improper for government to directly attract investment. Governments, with the public power, may easily lead to unclear roles of governments and incorrect positioning as long as they excessively intervene with economic activities. All of these problems reflect immature relationships among government, market and society during transition. To scientifically define boundaries of investment attraction in practices has become a problem to be solved at economic work by governments at all levels.Jinan, as the capital of Shandong Province, has independent advantages, and has achieved some outcomes in investment attraction over the past few years. By 2014, the amount of foreign investment actually received had been up to 1.435 billion US dollars in Jinan, and the economic benefits from investment attraction has played an indispensable role in promoting economic growth of Jinan. Nonetheless, although outcomes have been witnessed, it shall be clearly realized that there have been some problems that shouldn’t be neglected during investment attraction, mainly including small-scale utilization of foreign direct investment (FDI), weak capacity, narrow sources, lack of a uniform coordinated system for investment attraction, unavailability of an effective process for industry planning, investment attraction, project implementation and operation as well as single patterns of investment attraction, inadequate research on and responses to trend or laws of industrial development, lack of general industrial orientations or measures, insufficient competitive policies or actions, and need to improve the construction of business environment. Underlying causes of these problems mainly include the involvement of multiple sectors in governments’ investment attraction, inefficient administration, incomplete supervision and evaluation mechanism for investment attraction as well as lack of legislation about local governments’ investment attraction. All of these problems have impacted quality of economic operations and proper coordinated development of industrial structures in Jinan.After comprehensively reviewing and comparatively analyzing the literature collected, the historical evolution of organizational structure of investment attraction is summed up. According to the situation of investment attraction in Jinan, municipal local governments’ scientific and reasonable positioning during actual investment attraction under a new situation is deeply analyzed with the knowledge acquired in combination with personal job experiences. Then, countermeasures and suggestions are put forward from the perspective of strengthening construction of legal environment for local governments’ investment attraction, transforming/consolidating local governments’ functions in investment attraction, perfecting performance supervision mechanism for local governments’ investment attraction, improving intermediary organizations for investment attraction, changing concepts of investment attraction and constructing service-oriented government, so as to effectively improve quality of investment attraction, increase returns on investment and actually bring the role of investment attraction in promoting local economic growth into full play.
