After the financial crisis, the scholars begun to pay attention to the shadow banking, the western developed countries had taken effective measures to manage and control the risk. In recent years, the scale of the shadow banking of our country was becoming more and more big, the styles were becoming more and more diversity. On the one hand, the shadow banking as the outcome of financial innovation, to a certain extent, promoted the development of China’s real economy; on the other hand, internal controls and external supervision of the shadow banking is relatively weak, their risk is higher than that of the commercial bank, it impacts the effectiveness of monetary policy and the stability of the financial markets. How to achieve the balance between financial innovation and financial stability? This problem was placed in front of the theorists and practitioners, research on the shadow banking risk management and control has profound theoretical and practical significance.This paper generalizes and analyzes the domestic and foreign literatures, uses the historical analysis and comparative analysis method, then analyzes the concept, operation mechanism, function of the shadow banking at home and abroad. At basis of qualitative analysis and quantitative analysis, this paper classifies the shadow banking of our country, it analyzes the general situation and risk features of the shadow banking of our country, at the same time, it explores the reasons of the overall risks and specific risks. What’s more? this paper draws the supervision measurements of the western developed countries, I come up with the tentative idea of forming our country’s risk management and control system from following aspects. Specifically, from the perspective of shadow banking itself, it need to improve internal controls, improve risk management capabilities; from the perspective of external regulators, they need to establish functional supervision mode and not fully unified regulatory system, then improve the information disclosure of the shadow banking system; from the financial consumer’s point of view, it should protect the interests of consumers; from the perspective of the financial infrastructure, it should establish a sound legal system, construct the social credit system, improve the accounting and auditing system. At last, this paper brings forward the specific strategies of China’s shadow banking risk management and control, including the following aspects. Identify, evaluate the risks of the shadow banking, use the macro-prudential method to control systemic risk, carry out a dynamic ratio regulation, turn the shadow banking into bank.
