The Government Environment Audit Research Based On The Construction Of Ecological Civilization View

Present situation of excessive use of natural resources is widespread, worldwide continued deterioration of the ecological environment, environmental issues have continued to be a serious impediment to the overall coordination of development around the world. Since the convening of the party’s 18 report, the construction of ecological civilization more and more attention of society, with the rapid development of China’s economy and society, more and more serious environmental problems, environmental pollution, ecological civilization for our country urgent. Environmental audit is to evaluate the environmental management is an important tool for environmental behavior and condition of the audited entity. Western countries have established specialized environmental audit institutions, and actively develop environmental audit environmental audit already is an important means of its environmental management and supervision, it is able to carry out effectively promote environmental protection work. Throughout our country can be seen in our government environmental audit started late, either theory or practice is not systematic, it is still far behind developed countries. Therefore, the main motivation for this study is based on the actual situation in our country, under the guidance of the sustainable development idea, how to better establish and improve the theory and practice of environmental audit of our government, the government play a more effective and comprehensive environmental audit functions accordingly discussed.Main thesis is divided into six parts.Introduction part describes the study of government environmental audit of the meaning and main ideas and methods presented in this paper based on the research.The second part of the basis of summarizing the relevant literature, the first combined with the author’s own views from the theoretical basis of government environmental audit as a starting point to analyze the reasons for the government created an environmental audit. Then the elements of our government environmental audit analysis, including specifically addressed the concept, subject, content and methods of government environmental audit.The third part of the combination of specific data, summarizes the status quo of China’s government environmental audit and analysis of specific problems.Part IVexplains how to better optimize our government environmental audit work under theperspective of ecological civilization construction countermeasures.Fifth part of the sewage treatment plant in Shanghai X practical analysis of specific cases of government environmental audit of environmental projects in specific application and the corresponding problems.Finally, to illustrate to the inadequacies of this study and future aspects of the research.
