| Financial management right as an important national economic power, is consist of resource, policy and benefit. Local financial supervision as a part of the financial supervision in our country,its importance is evident, but in the current vertical system of financial regulation,local financial supervision is in a very awkward position. This paper aims to explore the feasibility of financial management authority decentralization, and come up with suggestions to construct the double levels financial regulatory system to perfect the system of financial supervision in our country.In the first part, defining rights and decentralization; then elaborating the related theory of decentralization. Based on the relevant theory,this paper studies the financial management decentralization.The second part is to study the changes in the financial management of the relationship and its causes since the founding of our country. The series reform of the financial management can be attributed to the horizontal or vertical decentralization in the financial management in different periods and in different historical backgrounds. The paper demonstrates the reasonable decentralization in appropriate areas, not only conducive to the development of given field, but also to deepening the reformation.Through the first two parts researches, it lies potentials to conduct decentralization in financial regulation. But the current financial supervision system’s decentralization is not proper, so it brings a lot of side effects on financial development in china. This part makes a detailed analysis on negative effects, and explains how to decentralize in the financial field of management.Based on the third part study, the forth part puts forward the construction of the double levels financial regulatory system to realize appropriate decentralization in financial management field. Stick to existing regulatory system and scope,and adhere to the given thoughts to perfect our financial supervision system. |
