The Customs Documents Inspection Innovation Research From The Perspective Of Holistic Governance

With the development of world multi-polarization and economic globalization and further implementation of the policy of reform and opening-up, the world situation and national conditions have changed profoundly, which are challenging the customs with new thorny issues. As one of the five fundamental forces, the Documents Inspection Department is dedicated in implementing monitoring policies by reviewing the customs declarations submitted in a bid to ensure the legitimacy, standardization and validity whereof. The aforesaid department is also a fundamental force fulfilling the verification duties of the customs and improving the services thereof. It is the special status of the documents checking work which nails down the fact that the customs can neither operate nor make any innovation without the Documents Inspection Department. The prevailing documents reviewing process, which has deviated from the requirements of the world trade and modern customs is established in 1998 when it was initially reformed.This thesis, with a comprehensive view towards the new situation, analyzes the position where the audit work stands in modern customs construction, deconstructs the issues arising from the documents checking-up history. Based on theory of holistic governance, related overseas experience and systematic reform concept, this thesis liberates itself from the traditional concept on managing customs and puts forwards correspondent resolution on a level such as management concept, mode, mechanism, policies and means in a bid to improve the service quality, efficiency and reduce costs, as well as establishes documents checking-up mechanism in accordance with the modern customs management and customs reform in the near future. These measures will resolve the theoretical and practical issues relating to the establishment of the modern documents checking-up work and realize scientific development of the customs document checking-up work on a higher level, which in turn meets the requirements brought forward by the economic globalization for convenient trade and adapts to the new logistics process, new production model and the trend of regional economic cooperation, as well as the new tendency of self-management and self-innovation of the enterprises.
