The Study On Delineation O F Ecological Red-line In Ordos Energy Development Zone

In recent years, with the rap id development of social economy, accelerating urbanization process, led to the increas ingly intense contradiction between economic development and ecological protection. The service function of ecosystem in China began to decline, the scope of ecological deterioration is expanding constantly, and caused more severe ecological problems. The land development and utilization activities in Ordos Energy Development Zone are frequent, intense, and its ecological environment is relatively fragile, therefore the ecological problems are serious, threatening the ecological safety in the Ordos Energy Development Zone. How to reasonably distribute the limited land, to strike the balance between development and protection, human and environment, and to take the road of sustainab le development, have become the current challenges faced by the human society. Ecological red line is a new ecological protection and management method of our country proposed in recent years, through the delineation of ecological red line, the reasonable allocation and coordination of production, life and ecology of the spatial d istribution of land utilization, thus the regional ecosystem would maintain stable, then realize the ecological and economic sustainab le development.The delineation of ecological red line needs to be integrated into the natural environment, social economy, ecological conditions and many other factors. This study puts forward the ecological red line as a starting point, a nd combine with the latest research on ecological red line both at home and abroad, analysis the connotation and theoretical basis of ecological red line, and then determine the delineating method of the ecological red line. This study chooses the Erdos Energy Development Zone as its research area, to delineate the ecological red line, on the bas is of the analysis on the natural and social economic condition, current situations and changes of the land utilization, and the ecological environmental problems. According to the evaluation results of regional ecological environment’s sensitivity evaluation and the importance of ecological value, this study synthesizes the ecological functional values of the land utilization functional partition and planning functional partition, and divides the Ordos Energy Development Zone into ecological red, yellow and green line areas through spatial overlay analysis, then preliminary determine the range and space distribution area of each district, and according to the different characteristics of the regional partition, this study proposes different management measures of protection in each zone respectively.The area of ecological red line region of Ordos Energy Development Zone is 784361.61 hectares, accounting for 9.03% of the whole city area, the area of yellow line region is 3653036.41 hectares, accounting for 42.03% of the who le city area, and the area of green line region is 4253404.61 hectares, accounting for 48.94% of the who le city area. The red line area should focus on the ecological protection, strictly prohibit all activities which will damage the ecological development; the yellow line area must strictly control the development intensity in this region, and develop moderately on the basis of not weakening the regional ecological function, strengthen the ecological environment restoration and reconstruction, pay attention to the harmonious relationship between economic development and ecological protection; the green area can be developed in an introductory way, it is suitab le for moderate scale of development and construction activities, but it still need to determine a reasonable development direction and regulations, and certain limits should be settled on the development and construction, otherwise several ecological problems would appear correspondingly.
