In this paper, based on the Landsat-TM remote sensing image of 1995 and 2006, used 3 S technology, combined with the city of Bayannaoer field survey, we completed the image interpretation and analysesed the changes in the status of the Bayannaoer City 's land cover / use.We analysezed the ecological footprint and the bearing capacity of grasslands in the region on the basis of the analysis of the soil erosion sensitivity. By calculating ecological ecosystem services of different geographical areas, we analysized the spatial distribution of the ecological system services. Concluded the comprehensive situation of ecological environment, divided the ecological function, we will try to build the ecological security system of the Bayannaoer from macro-scale.The main results wer as follows:1.The grassland areas wer 36156.38 km~2 of theBayannaoer city. It was more than half of the total areas of the Bayannaoer City. Because of the climate and topography, soil and other factors, the areas of the unused land such as desert, Gobi, saline-alkali soil, wetlands, bare land, rocks were larger. They account for nearly 1/3 of the total areas of this area. The cropland mainly located in the Hetao irrigated area of the southern city of Bayannaoer, accounting for nearly1/5 of the total area. The waters, the buildinglands and the woodlands areas are smaller.2. Compared with 1995, the type of the land use changed, and the land-use patterns had had a partial adjustment in 2006. Grassland was the most important ecosystem types in Bayannaoer City, and it had extremely important impact on maintaining and protecting the local ecological environment quality and ecological safety. However, in recent years, the area of grassland with high coverage reduced, and low coverage increased with the social and economic development, frequent human activities and overgrazing, irrational cultivation of grassland degradation, and so on. Therefore, we should strengthen the protection awareness of the local government support for the degradation of grassland. 3. The ecosystem services of Bayannaoer City was about 19.341 billion yuan. The grassland ecosystem service value is the highest, about 6.342 billion yuan, accounting for 32.8% of the total value of the ecosystem services. The ecological value of the aquatic ecosystems and wetland ecosystems are 12.373 billion yuan, which accounted for 32.3% and 31.67 % of the total ecosystem services of the Bayannaoer City. Rivers and wetlands play a gas regulation, interference regulation, water regulation, and other features, and they are played an important role in the maintened and protectedthe natural ecosystems. The cropland ecological value is 482 million yuan, and the value of the ecosystem services is minimum. Therefore, the loss of the value of ecosystem services is very serious if the forests, grasslands and wetlands reclamation to farmlands.4. On the basis of the division in the Bayannaoer city at the ecological functions, in order to promote regional socio-economic development and the rational use of land resources and water resources, to construct the regional ecologicalsecurity according to the geographical location, natural conditions and major ecosystem types, socio-economic development direction and land use patterns (driving force analysis) and the major ecological problems of the ecological functions of this area through the ecological functions of different regions of the exact location. We proposed for the protected and builded measures which we should be taken to settle the regional socio-economic development and ecological and environmental issues, and divided the Bayannaoer city into key development zones, restricted zone, prohibited zone.
