Study On The Government Behavior In The Non- Public Economic Development

Since reforming and opening, the non-public economy has become an important part of socialist market economy in China. Taking Guangxi Fangchenggang as an example, as a border and coastal city, Fangchenggang has obvious advantages of location, resources, environment and policies. As the strengthening in economy between ASEAN and China, and the forming of Beibu Gulf economic circle, the non-public economy of Fangchenggang has been the most vigorous part in the regional economy, and has played a more and more important role. In recent years, under the strong support of the government, the non-public economy of Fangchenggang has gained a rapid development. However, there is still a large gap between Fangchenggang and other prefecture-level cities in the current situation of overall development of the non-public economy, which is facing a lot of restraining factors. Therefore, taking Guangxi Fangchenggang as an example, this thesis analyses the existing defects of the government behavior in the non-public economic development, to improve the government behavior in the non-public economic development and promote the healthy and orderly development of local non-public economic development.This thesis defines government behavior and non-public economic development at first, making clear the function and influence of the government behavior in the non-public economic development. By analyzing the development facts of the non-public economy of Guangxi Fangchenggang, this thesis states the development history, current situation and characteristics of Fangchenggang non-public economy, and discusses the current situation and existing issues of the government behavior of Fangchenggang in the non-public economic development, analyzes the reasons of the existing defects of the government behavior in promoting the non-public economic development, and puts forward the countermeasure and suggestions for Fangchenggang government to further promote the non-public economic development.
