As world’s economic development, carbon dioxide emission is on the increase. Government and scholars pay more and more attention to controling carbon dioxide emissions.Technology playing an important role in the reduction of carbon comes from many ways.Looked from experiences of the world; the import is an important channel for technology spillovers and an important path to achieve technological progress for a country. Therefore, the deep analysis on the effect of import technology spillover on China’s carbon emissions is of great theoretical and practical significance. Firstly, by reviewing the relevant literature, the paper shows how import technology spillover impact carbon dioxide through importing intermediate goods and capital goods. Furthermore, the paper analyzes the current situation of carbon dioxide and import. A the ratio of China’ carbon emission to the world is rising; carbon emissions of eastern China is much larger than the central and western regions. Next, the author uses the data of China to make a empirical analysis and make a camparison among the eastern, central and western regions.From the empirical results, the import technology spillover effects carbon emissions by different ways. The import technology spillovers reduce the emissions, and the intermediate goods act more. From perspective of cross influence, the import technology spillovers can weaken the scale and structure effect. Compared to the central and western regions, the eastern regions import technology spillovers have greater influence on carbon emissions reduction. Carbon emissions in central and western regions due to expansion of economcic scale increased more. Carbon emissions in eastern regions due to expansion of secondary industry increased more. Therefore, this paper pointed out, firstly more attention should be paid import technology spillover in carbon emission reduction; Secondly, China should continue to expand imports and increase the proportion of intermediate goods; Central and western regions should strengthen low-carbon policy enforcement while expanding imports; Eastern regions should introduce more low-carbon technologies to promote secondary industry from high-carbon to low-carbon.
