The Study On Large Enterprises Tax Administration Of Wuhan Local Tax Bureau In Condition Of Modernizing Tax Governance Capability

The 3rd Plenary Session of 18th CPC Central Committee stated China should promote the modernization of national governance system and governance capacity. As to Taxation, modernization of tax governance is the important content of it, the core of deepening the taxation reform. Thus studying large enterprises tax administration of Wuhan Local Tax Bureau is very crucial to improve and modernize taxation system theoretically and practically.The article studies the modern tax governance, public administration and tax administration theory, the international advanced tax administration experience, and the reality and issues, and of large enterprises tax administration of Wuhan and then comes up with means to improve and solve it.Chapter one expatiates on the studying background and significance, and defines the concept of tax administration, tax governance, modernization of tax governance, and larger enterprises, differentiates the relationship between tax administration and tax governance, and briefly, summarizes domestic and overseas bounds for large enterprises. Chapter three describes tax administration progress for large enterprises in china, and problems remained. Chapter four introduces the present progress in large enterprises tax administration area of Wuhan local Tax Bureau, and enumerates the shortages and problems as follows, fossilization of present taxation operation pattern, backward of internal risk control system, and insufficiency in informatization, service, and professionals. Chapter five comes up with conclusions to advance large enterprises tax administration capability of Wuhan local Tax Bureau in improvement advance in legal system, taxation services, taxation informatization, risk control, and professionals.
