Study On Promoting Modernization Of Governance Capacity In Road Transport Industry

The proposal of modernization of state governance capability gives huge political guidance in promoting governance capability in all fields.Road transportation is a virtual part in national economic system and a special service industry,which covers all aspects in people's daily life including clothing,food,shelter and transportation and takes important responsibilities in construction of people's livelihood.According to this background information,many studies on road transportation have been made from the perspective of management including management system,laws and regulations,competency innovation,existing problems and reform policies.While less attention has drawn on studying road transportation from the perspective of governance capability.Starting from governance capability,this paper,based on modernization of governance capability,deeper reform on administrative audit system,transformation of government functions,and meeting documents spirit on road industry development released from the Transport Ministry in recent years,the studies modernization of governance capability in road transportation from theoretical and practical aspects.First,the paper illustrates concepts of modernization of governance capability in road transportation from the perspectives of national governance capability and industrial governance capability based on the studies of governance theories outbound and inbound,modernization theories,and industrial governance theories.Secondly,the paper tries to build up index on modernization of governance capability in road transportation,combined with our own characteristics in road transportation.Thirdly,according to our current road transportation development and management situations,the paper discusses the existing problems in the process of modernization of governance capability in road transportation.Finally,the paper proposes strategies to promote modernization of governance capability in road transportation from the perspectives of governance subject and governance process.
