In recent twenty years, our country is at the stage of sustainable development of urbanization, especially since the 21st century, the urbanization of our country has significantly speed up. In 2013, the rate of our country’s urbanization is 53.7%, and the Inner Mongolia region’s urbanization rate reached 58.7%,5% higher than the national urbanization rate. Urbanization can continue to improve the income ways of urban and rural residents, and change the residents’ consumption habits. In addition, a prominent feature in the development of urbanization is the flow of rural population, this will inevitably cause the change of rural residents’ family and income structure, on the basis of this, will cause the change of the rural residents’ consumption structure and consumption level. China is an agricultural country, rural residents’ consumption plays a positive effect on economic growth. However, in the three main factors of promoting economic growth, consumption demand in our country is still insufficient, especially the rural residents’ consumption level is generally low, and the consumption structure is unreasonable, they will hinder the growth of the economy, and affect the quality of urbanization. Therefore, take urbanization as the background, further study the change of rural residents’ consumption structure, has an important positive significance to make the rural residents’ consumption structure reasonable, thus promote the economy healthily grow.Inner Mongolia autonomous region is in the western frontier, economic development has its own characteristics. This article is under the background of rapid development of urbanization of Inner Mongolia, the consumption structure as the breakthrough point, based on the rural residents in Inner Mongolia, combine qualitative and quantitative analysis method, systematiclly study the consumption structure of rural residents in Inner Mongolia.First, after illustrating the research background and significance of rural residents’ consumption structure issues in theory, define the paper analysis object and the related concept, then introduces consumption theory foundation related to the study of the consumption structure. Secondly, from the development of the rural residents’ consumption structure in Inner Mongolia during its urbanization, analysis and summarize the evolution process and characteristic of the consumption structure of rural residents from 1993 to 2013 in Inner Mongolia, then analysis and compare the rural and urban residents’ consumption expenditure structure of Inner Mongolia; Based on eight kinds of spending data of rural residents’ consumption structure in Inner Mongolia from 1993 to 2013, using ELES model to empirically analyze the consumption structure, from the basic consumption demand, marginal propensity to consume, the incremental consumption structure to analyze its characteristics, and then analyze the grey correlation of the rural residents’ eight consumption expenditure and urbanization,then empirically analyze the impact of urbanization on farmers’ consumption structure in Inner Mongolia. Finally, based on the former study results, in view of the urbanization process of Inner Mongolia, and the actual change situation of farmers’ consumption structure, from the aspects of improving the quality of urbanization, increasing the income of rural residents, improve the corresponding social security system of rural residents,etc., putting forward the corresponding rationalization suggestions on rural residents’ consumption structure, in order to provide certain guidance to realize the upgrading of the consumption structure of rural residents in Inner Mongolia.
