Research On Old-age Security For The Elderly Left-behind In Rural China

China has been developing rapidly since the reform and opening up, especially the urban in China, which enter the stage of rapid growth. What a pity, the rapid development of urbanization in China is at the expense of sacrificing the benefits of rural regions. And a large number of young rural labors flock to the urban, which provide a large labor force. As a result, left-behind elderly, women and children become vulnerable groups. It is not only a social problem to concern elder security of left-behind elderly, but an urgent problem in new rural reconstruction as well. So solving the elder security problem of left-behind elderly is an essential guarantee to human rights, as well as an objective requirement to build a harmonious society and solve the tri-agricultural problem.This paper made an empirical study, based on suburban in Shuangyang, Changchun, and made a survey from economic supplement, daily life care and spiritual consolation. We found a series of problems, which include single social pension security subject, relatively lagging social pension security mode, relatively tedious social pension security content and incomplete social pension security institution. Four aspects of reasons of these facts are institutional barriers, regulation disorder, exhausted provision resources and constantly decadent cultural sustainment. Based on these facts, we try to provide corresponding countermeasures: insisting on systematization, precision management, marketization and socialization of public service, promoting culture conception about filial in Chinese traditional culture, initiating supply construction of multiagent social pension security and constructing relevant legal system. In brief, we should make no effort to develop social pension security level of left-behind elderly in Shuangyang, Changchun by these measures.
