Research On The Moderateness Of Basic Pension Level Of Endowment Insurance For Rural Residents In Liaoning Province

As the 18 th CPC National Congress meeting, China’s reform gradually into the deepwater area and key nodes. With the deepening of the reform, also make people enhancethe requirement of their living standard, especially in the field of the trend of integrationof urban and rural, peasant problem become the key area of reform. A new type of ruralsocial endowment insurance came into being in this context. Fundamental annuitiesaccounts is an important part of the new type of rural social endowment insurance, is alsothe part that government of different levels can adjust according to the actual situation.But, until now, there is not a systematic research about the basic pension level ofinsurance for rural residents in Liaoning Province. Therefore, this article wants make abreak though at this point.The core content is according to the actual situation of Liaoning Province’s ruralarea, combined with the theories of labor fair and living fair and the moderate level ofsocial security, analyze and discuss the fundamental annuities moderate levels of ruralendowment insurance in Liaoning Province. Then, establish macroscopic andmicroscopic pay level of basic pension of endowment insurance for rural residents inLiaoning Province, and make moderate test about rural endowment insurance basicpension moderate levels and replacement rate moderate levels. Further analysis the actualdemands and the premise suppose of the adjustment mechanism, and puts forward thatestablishing reasonable fiscal sharing mechanism; to realize the effective connection ofurban and rural endowment insurance; to introduce the market logic properly, andbroadened the source of endowment insurance; strengthen the publicity, expanding rateof joining insurance; other adjustment suggestions such as improve the rural residentsincome level. The purpose is to provide some reasonable and operational advice for themoderate level of basic pension of endowment insurance for rural residents in LiaoningProvince.This paper divided into four chapters except the introduction:The first chapter introduces related concepts and theory of rural endowmentinsurance, provide theoretical preparation for the further writing.The second chapter mainly analyzes the present situation of rural basic pension paylevel of Liaoning Province, realize the related problems which need to be solved.The third chapter is the core part of the whole article. First, select and analyzeindicators from micro level and macro level, and establish the rural endowment insurancebasic pension of Liaoning Province’ micro model and the macro model. Then, test themodel from the rural endowment insurance basic pension moderate levels and thereplacement rate moderate level.The fourth chapter analysis the actual demand about the adjustment of rural old-ageinsurance in Liaoning province fundamental annuities firstly. Secondly, provide someadvice for the adjustment of the basic pension level of endowment insurance for ruralresidents in Liaoning Province.
