Researches On The Fair Of Basic Pension Insurance System

As a citizen’s security of living income sources in old age, pension insurance system is an important component of a national social insurance system. With the acceleration of the process of China’s economic system reformation, the willingness of the social insurance system has become increasingly urgent. However, along with the coming aging society, the previous system of basic pension insurance system during the conversion process and some problems existing in the design of new systems make the contradictions of the current problems intensified in China, and the issues of fairness also arise. Therefore, embarking from the fair principle, this thesis proposed consummated recommendations, from three aspects:the government, the enterprise and individual.This thesis consists of an introduction, four parts of the body, and a conclusion.The first part is about the analysis of the concept of basic pension insurance system on fair. This section mainly introduces the meaning of the basic pension insurance system and relationship between equity and efficiency of the basic pension insurance system. Social insurance system as an independent social system should be focus on equity. Although some economists argued that social insurance system aimed at equity and efficiency at the same time, but it should pay more attention to efficiency. Based on the analysis of the relationship of equity and efficiency of basic pension insurance, the author proposed that social insurance system, especially the basic pension insurance system should take "fair" as the key viewpoint.The second part is about the comment on model abroad of the fairness of basic pension insurance system, there are three different models of basic pension insurance in the world. The implementation of pension insurance model in different nations on fairness is also different. This article mainly carries on the comparative analysis to pension insurance system taking the fair as the starting point under three kinds of different patterns and carries on the appraisal to its gains and losses of fairness. Our country’s basic pension insurance system can learn from the model.The third part is about the analysis of the fairness of basic pension insurance system in China.This thesis evaluates the manifestation and lack of fairness of the basic pension insurance system according to equity. Briefly analyzed the reason of this kind of phenomenon, I suggest that we should perfect it from governments, enterprises and individuals three aspects.The fourth part is on the basis of absorbing and learning from foreign reform practices of basic pension insurance and aiming at the concrete practice of China’s current basic pension insurance system to put forward recommendations to improve China’s basic pension insurance system. First, the government should strengthen the responsibilities in the social pension insurance, including speeding up the basic pension insurance legislation, improving its legal system, increasing the intensity of financial support for the basic pension insurance and establishing the national basic pension insurance fund, etc. Second, enterprise annuity pension system is undoubtedly an important complement to the national basic pension insurance, which allows retirees to meet basic living on the basis of a better life. Therefore, we should take various measures to encourage enterprises to establish supplementary pension insurance and enhance its coverage levels. Finally, for the basic pension insurance system on the part of the group, I put recommendations to accelerate the improvement of rural basic pension insurance system and postpone the women’s retirement age and effectively put forward a number of sound measures to narrow the differences between groups of different levels of basic pension endurance and carry out the principle of equity of basic pension insurance system.Through the study of the equality of the basic pension insurance, I hope to further improve the fairness of the basic social pension insurance, perfect the system of social pension insurance system in our country and to put a correct direction of China’s basic pension insurance in the future.
