Research On Governance Policies About The Stakeholders Of Railway Construction Project

In recent years China’s railway construction has made great progress. Yet there exists a lot of engineering accidents which reveal the management problems in organization itself, and the failure in organizing and coordinating the relevant stakeholders in railway construction is exposed. Hence, discussing the issue on stakeholders’ governance problem has a profound practical significance.Literature analysis, empirical analysis method and model analysis method are used in this paper which aims to study the management of the stakeholders in railway construction and therefore put forward some governance strategies. At first, it’s necessary to demarcate the key relevant stakeholders in the three stages, including pro-phase, construction implement, and operation, of railway construction. With the assistant of SPSS, it’s found that there are distinct stakeholders on the different phases. On the basis of the above study, the general management model is made. Secondly, this paper studies the governance of the stakeholders in railway construction from the prospects of contract governance and relationship governance. By analyzing the statistics, the methods and principles of using the contract to solve the problems on the basis of contract management are put forward, which turns to be the common view among the railway industry, since the clarity of the contract, stringency of the application, the adaptability of the environment have reached a high level. Meanwhile,by surveying the current situation of relationship management, the result shows that the level of relationship management is apparently lower than that of contract management. What’s more, SNA is used to build a social network model of relevant stakeholders. Ucinet 6.0 is applied to analyze the network density, degree centrality, betweenness centrality and etc. The research found that the network density is low. Railway Corporation, construction units have advantages over others in dealing with the relationship. At last, based on the contact governance and relationship governance, from the view of constructing the unit, governance strategies are raised in this paper. In the field of railway construction project, contract governance and relationship governance both should be applied. To improve the railway construction project governance, following work need to be done: differentiated management are used to deal with the relationship among the stakeholders, and intensify their cooperation, develop the information sharing platform, build conflict re-warning system and incentive and restraint mechanism.
