With the development of global economy and the arrival ofinformation technology, the traditional purchase model has been unable tomeet the rapidly changing market demand, and the proposedcollaboration platform provides a possibility for resources sharing ofenterprises, and collaboration platform also can save operational costs atthe same time. The author of this paper, from the perspective of the collaborativeplatform, combines project "the key technology research and applicationof manufacturing industry cluster service in the lace industry", and dospecific researches of order allocation in the environment of collaborativeplatform, providing reference for purchasing decision of enterprises. Firstly, this paper introduces the related theories of enterprises purchasing management and order allocation model of multiple suppliers, laying a foundation for the following purchase order allocation. Secondly, order allocation with objective and constraint function under the environment of collaborative platform has been established. The model makes lowest cost of purchasing and service as objective function and makes capacity of supply and limit of minimum purchase as constraint conditions, and considers the conflict of delivery. In order to improve the efficiency, the author optimized the model using particle swarm optimization algorithm. Once more the author participated in the design and development about collaborative platform of textile products, and had direct responsibility for the procurement management module. The module includes the functions of plan, review, consultation, supervision, execution, delivery of purchasing orders. Finally, the author selects some cases of this project and analyzes order allocation of collaborative platform. The research results show that shows that the order allocation model in this paper can reduce the procurement costs, providing a better reference for purchasing decisions of enterprises.
