The Research Of China’s Industrial Hollowing Out Trend And Countermeasure

In recent years, the southeast coastal area of China has the phenomenon of business closures and multi-national corporation industry transfer, showing "off-homeland" and "off-manufacturing" industrial hollowing out trend, causing scholars to explore the domestic industrial hollowing out. In the limited period to undertake the transfer of industries, whether can new industries make up for industry blank which caused by transfer of low-end manufacturing industries has become the important influence factors to resolve industrial hollowing out trend. Developed economies have industrial hollowing out phenomenon in the adjustment of industrial structure in varying degree, under the optimal allocation of production factors in the worldwide pattern, how to seize the opportunities in the reconstruction of the value chain, it is worth considering. Fully understand the negative effects of industrial hollowing out trend, we should actively affirming its positive effect, through the correct guidance to realization the optimization and upgrading of industrial structure.Since the financial crisis, our respected economic development model of investment-driven is challenged, under the new economic norm, innovation-driven economic development model has become the consensus, economy entered a new stage of the "quality and increase efficiency", the adjustment and upgrading of industrial structure is imminent. From the perspective of industrial transfer and industrial value chain, this thesis analysis the influence factors of our country’s industrial hollowing out trend by our unique economic development path, building industrial hollowing evaluation system, and use weighted arithmetic average method to measure the industrial hollowing index of all the provinces in China over the years. The results showed that the eastern region of the hollowing index was significantly higher than the central and western regions, and the trend of provinces hollowing index is on the rise. Combined with our specific economic development path and lessons of developed countries like US and Japan, the thesis put forward specific policy recommendations to address the trend of industrial hollowing out.
