| Industrial transfer in geographical space is an important way to promote the factor flow and deepen the division of labor.Since Japanese economist Akamatsu put forward the theory of "flying geese" to explore the use of industrial transfer to regional industrial upgrading,industrial transfer and it's undertaking is always a key way to promote the practice of industrial upgrading in the whole east Asia.The practice prompt us to consider whether the industrial transfer in our country can also become the power to promote the upgrading of industry,and then bridge the regional development gap and promote the economic development.At present the economic development in China has entered the phase of transformation and upgrading,the problems and contradictions of high speedeconomic development accumulated in many years will also gradually revealed,especially the widening regional development gap.The resource-dependent industries in the western region are facing transformation and upgrading under the demand of the Supply-Side reform.Meanwhile,in the economic development of Western region,there is a strong demand to gradually narrow the industrial gap and develop advanced industries with strong sustainability and high value-added.In the Eastern regionand China central region,with the disappearance of demographic dividend,the increase of resource and environment constraint pressure,the increase of system reforming cost,the contradiction between supply and demand of industrial development is increasing day by day.It can be said that it has become a common need of industrial development in the new era tocarry out the industrial transfer and undertaking among regions and thus promote the upgrading process of the regional industries.Especially for the western region,its development of industry always lags behindbecause of the extensive economic development,and at the same time,the ecological environment also facesthe important challenge.Then,what kind of theoretical and practical influence on the undertaking of industry does the undertaking of inter-regional industrial transfer have?What is the realistic progress of the undertaking of the regional industrial transfer in western region?How to avoid the risks in the process of undertaking industrial transfer in western region?And how to amplify the positive effects of regional industrial transfer by taking effective policies and then to promote the optimization and upgrading of industries in the western region,the study of these issues is the main research objectives of this paper with the great significance for industrial and economic development in the western region.By sorting out and studying the relevant references,this paper finds that the existing studies on the relationship between industrial transfer and industrial upgrading have diversified perspectives andthe complete research systems and a lot of research contents achieved.However,there is still a lack of theoretical research on the mechanism between industrial transfer and industrial upgrading in China,and there is still room for further empirical research on this topic,especially in western China.Therefore,the focus of this paper is to clarify the theoretical mechanism of the impact of industrial transfer and undertaking on industrial upgrading,and use the data of western regions to empirically verify and analyze the functional mechanism clarified in the theoretical research.On the whole,the research work of this paper includes:firstly,defining the concepts ofindustrial transfer andindustrial optimization and upgrading,focusing on dividing and defining the two types of industrial transfer from the perspective of spatial regions and analyzing their differences.In addition,theories related to industrial transfer and industrial upgrading are sorted out to form the theoretical research foundation of this paper.Then based on the theory of "flying geese",this paper builds up a theoretical research framework ofthe influence of inter-regional industrial transfer undertaking in the western region on its industrial upgrading,and revealsthe theoretical mechanism of the impact of industrial transfer and undertaking on industrial upgrading by studing the influence of the undertaking of industrial transfer on technological innovation level,development level of industrial structure,industrial value chain and the influence of industrial cluster transfer on the development of local production network in the western regions.At the same time based on the analysis of the industrial development of the west region and on the basis ofthe evolution of absolute value and relative share of 27 industry from 2010 to 2016,this paper studies the undertaking scale,industry characteristics,undertaking status andexisting problems of industrial transfer undertaking of the whole western region.In empirical research,the spatial econometric model,GMM estimation method,dynamic evolutionary game and valuation simulation are used to test and analyze the mechanism proposed in the theoretical research respectively.The impact of inter-regional industrial transfer undertaking on technical level and innovation abilityand theindustrial structure is empirical analyzed by using spatial econometric model.The impact of inter-regional industrial transfer undertaking on embedding and climming up the value chain,due to the number of the regression equation number and a large sample size of data,is empirical analyzed by using GMM estimation method.The impact of industrial cluster transfer on the local production network is empirical analyzed by using the dynamic evolution game and simulation method.Finally,based on the theoretical and empirical research results,this paper puts forward the guiding principles and specific measures for the western region to undertake the inter-regional industrial transfer.After systematic research on the thesis topic,the following conclusions are obtained:From the perspective of spatial region,industrial transfer can be divided into the industrial transfer based on geographical space and the industrial transfer based on network virtual space,the concept and development characteristics of two types of industrial transfer are different.Industrial transfer based on geographical space is the main research object of regional industrial transfer,but it should be noted that in the current situation that the Internet economy has profoundly changed the content of industrial development,the impact of industrial transfer based on network virtual space on industrial optimization and upgrading will be more and more obvious.The general law of geese development theory is applicable to the process of inter-regional industrial transfer and industrial upgrading in China.In theory,undertaking interregional industry transfer in the western region can improve its technological innovation ability and enhance the rationalization and upgrading of the industrial structure and promote the industry in the western region to be embedded in theindustrial value chain and climb up the value chain under the impetus of technological innovation and other factors;Industrial cluster transfer plays an important role in promoting the development of local production network in western China.And technological innovation ability,development level of industrial structure,the industrial position in the value chain,the degree of local industry cluster and the development of production networks are the key factors influencing the industrial optimization and upgrading,thus theoretically the optimization and upgrading of the industry can be promoted by undertaking the inter-regional industry transfer in the western region..The empirical study showing:first,the undertaking of inter-regional industrial transfer can promote the level of technological innovation in the western region,and the undertaking of each province not only affects its own technological innovation,but also has an impact on the surrounding areas.But the positive effect was limited.Second,at present,the mechanism of the western region to promote industrial upgrading by undertaking inter-regional industrial transfer has not been brought into play,and the impact of undertaking inter-regional industrial transfer on the rationalization and upgrading of industrial structure still needs to be tested by longer-term practice.Thirdly,the undertaking of inter-regional industry transfer in the western region will affect the correlation between its industry and the value chain,but the intensity of this effect is not balanced in the western provinces.At the same time,on the whole,the undertaking of inter-regional industry transfer does not play an obvious role in promoting the industry in the western region to move up along the value chain.Fourth,dynamic evolution game model and the simulation results show that only when the member's cooperative net income is higher than the net cost of coordination,the enterprises of industrial cluster transferand local production networks choose to build the new production network to work on common development and eventually push up the industrial upgrading.Innovation of this paper including:firstly introducing a new concept of industrial transfer based on the network virtual space and comparing industrial transfer based on geographic spaceand industrial transfer based on the network virtual space makes clear that the research of inter-regional industry transfer in this paper is belongs to the category of industrial transfer based on geographic space,on the other hand also enrich the industrial transfer concept system.Then,aiming at the limitation that the current research on the internal mechanism of promoting industrial optimization and upgrading in the western region through inter-regional industrial transfer undertaking is relatively deficient,this papercarried outthe systematic research on the mechanism including industrial value chain,industrial cluster transfer and other fresh contents.Also in the empirical research this paper involves the microsubject of inter-regional industry transfer.However,this paper also has some limitations,mainly including:the theoretical research model and empirical analysis model only involve the one-way action mechanism of the inter-regional industrial transfer undertaking in the western region and its industrial optimization and upgrading,failing to build a comprehensive model that not only illustrates the one-way action mechanism but also reflects the interrelationship between the mechanisms.Meanwhile,limited by the availability of data,the explanatory ability of empirical research in this paper is affected.It leaves room for further research on the basis of this paper. |
