China’s mining enterprises "going out" development overseas mineral resources has become a trend, and some of competitive enterprises think of it as the overseas mining projects as a key developmental strategy, focus on capital, technology advantage resources, strengthen the management, the overseas project to make the example of "low cost, high return" assets, improve enterprise’s international visibility profile and competitiveness. In this dissertation, take the S gold project of Venezuela cost control method of JY Company as the research object, and demonstrates the feasibility of overseas mining projects cost control method."Cost and Efficiency" are the Global mining company’s goal for which to improve the competitiveness of the pursuit in recent years, in the same scale of mineral resources under the control of the conditions of "low-cost, high-yield" operation, it is the only way to get the lead. Precious metals mining projects, from the point of view of scale, smaller than the non-ferrous metals and iron ore projects. Thus, the fine management, control mine construction and production costs, improve return on investment is the key to the success of overseas gold project. At the first, a brief introduction of project cost control theory, lists some of the commonly used method of cost control, especially, in the perspective of mine construction of project cost control for a more detailed study and gets some effective cost control methods. On this basis, introduce the related theory in the application of S gold mine project. In this thesis, the first discusses is Earned Value Management method in transportation alleys this key successful use of the sectional works, proved that the earned value method can well control the construction schedule and cost; Secondly, this thesis discusses the Dynamic Control method in S gold mine project cost control, organization, management, economic and technical measures as security, control, and timely correct the impending cost of the deviation and already, control the fees within the prescribed scope; Finally, lists and analyses the operating cost method in the S gold cost control procedure and results, demonstrates the Activity Based Costing cost method in the process of S gold mine project management, is a practical method of cost control.In terms of project cost control, all kinds of control method has its advantages and defects, according to the size of the enterprise itself, economic strength, industry characteristics and the level of management team, to find the right cost control method, rather than blindly apply management theory. As of enrichment instances of overseas mining projects cost control, especially for management of similar projects on mine construction period, this instance with a certain normal from ideas and methods.
