Performance management is the key element of human resource management, and becomes an important part of business management as fundamentally, business management is all about human resource management. By using the various tools of performance management, companies find although it can improve the organization performance during a certain period of time, the results becoming less and less satisfying, mainly appearing as the growing resistance from the staffs, dramatic decrease of the organization stability, and significant effect of the performance of the whole organization.Based on the situation, the author has conducted a research on abundant literature and by combining years of working experience in this field and analyzing practical cases, it can be concluded the performance management systems of many companies are designed with the concept of controlling the staffs, which is not suitable for the current society. As the staffs are more inclined to personal development and realization, it may be beneficial to try and design the performance management system based on the concept of staff development.This article examines the background, significance and methodology of the research, describes the concept, theoretical principles of the performance and performance management, and introduces various tools for performance management. This will provide a theoretical basis for the performance management system based on staff development. Based on the research, a new system of performance management is designed to be applied within Company SM, which in return proving the feasibility of this new system. In the end, a summarization and limitation of the research will be clarified.
