| China’s energy resources and consumption is "reverse distribution", energy cooperation interprovincial transport coal from the mines to build coal-fired power plants built transmission and delivery "coal gas" change, which led to the enrichment of the provincial energy increase in total emissions, environmental pressure, and bring pressure to the regional emission reduction targets. From the inter-provincial domain " sources of energy and reverse migration " phenomenon, this paper presents the research and exploration " fair allocation of emission rights, effective exchange of emission rights " provincial domains, which for addressing climate change, to control pollution emissions not only of theoretical value, but also have practical significance. In this study, on the one hand, based on the two groups of inter-provincial cooperation project, study the accounting and quantitative evaluation of the three main emissions(CO2, SO2, NOX) during the transformation of the energy supply cooperation that the coal is instead by electricity and gas, for providing the quantitative basis of project emissions trading market (project-based market); on the other hand, the provincial domain initial emissions national science and rationality of the target configuration right as the goal, according to the difference of the provincial domain resource endowments, economic level, environmental capacity and so on, to explore the feasibility of cross provincial emissions trading as well as the initial emission quota scientific definition and configuration from the angle of the environment economics. And then, this paper explores the possibilities of building the allowance-based emission right trading market and project-based emission right trading market, for the country to establish the total emission control of provincial emissions trading system and platform implementation path based on scientific ideas. This paper guide the provincial cooperation on energy from the industry cooperation to the environmental protection cooperation through the administrative emission quota control and the market-basede missions trading mechanism, in the promotion of inter provincial regional energy cooperation, while promoting energy-saving and carbon reduction, in order to jointly cope with climate change.This paper consists of introduction, body and conclusion of three parts. The first chapter outlines the background and significance of the topic, research status and research methods. The conclusion summarizes the main viewpoints of the article and the direction of future research. The article consists of five parts:The second chapter studies the connotation and theoretical basis of emissions trading, and introduces the domestic and foreign emission trading practice; the third chapter researches and analysis the status, characteristics and forms of trans-province emission source reverse in provincial energy cooperation, and the phenomenon is analyzed in theory; the fourth studies and analyzes the present problem in emission trade in our country and the accounting and quantitative evaluation of the three main emissions(CO2, SO2, NOX) during the transformation of the energy supply cooperation that the coal is instead by electricity and gas., and studies and analyzes the present problem in emission trade in our country and the allocation of the initial emission on the quantitative theory of accounting and environmental economics. the fifth chapter designs the emission trade model in provincial cooperation in energy; the sixth chapter puts forward policy suggestions of emissions trading on the inter provincial regional energy cooperation. |
