Researching On System And Method Of Risk Management At Beijing’s Science And Technology Planning Project

With the rapid development of China’s social economy, science and technology planning project is playing an increasingly important role in promoting scientific and technological progress and accelerating industrial development. As the handle of implementing science and technology planning macroscopic deployment by science and technology management departments and social oriented, science and technology planning project has some unique features containing strong innovation, many uncertain factors and subject to policy except the general character, these features increase the risk in the process of implementation. Therefore, how to make a comprehensive and detailed identification and evaluation to risk factors in the progress of implementation and acceptance of scientific and technological planning project, and select appropriate coping method and monitoring measures, establish a scientific and reasonable risk management system, reduce the failure in project approval and implementation, further improve the management level cf science and technology planning project in.our country, all these are the common problems concerned by science and technology planning project management agency.Based on consulting abundance literatures and combined with practical work, the main work of this thesis is as follows:1. Heckling the status of management model of science and technology planning project of Beijing city and the existing main problems systematically, we advise that project risk management can be introduced to supervision system of science and technology planning project and will be actualized, and this is a kind of complement of objective to the subjective by standardize procedures and decision-making mechanism.2. According statistics of296pieces of science and technology planning project during9years from2004to2012about the new material of Beijing Science Commission, we analyzed the main reasons of the problems which were existed in the progress of the project execution. We analyzed7pieces of typical problem projects carried by the science and technology planning project using case analysis method, and identified12aspects of risk type of Beijing’s science and technology planning project combined with the regional characteristics of Beijing.3. Through the comparison of several types of risk evaluation method, after full consideration factors on the characteristics of Beijing’s science and technology planning project, collection of evaluation data and the actual application needs, we put forward a kind of syntaxic evaluation system to risk factors of Beijing’s science and technology planning project, this can be used in the systems analysis of the probability of occurrence and influence of risk factors in the progress.4. Based on the situation of project risk and the external environment, we analyzed the different measures adopted to different risk types risk, and heckled the general process response to project risk; At the same time, we set up risk early warning index system in the project implementation phase, and put forward the feasible risk control method.Finally, we used system and method of risk management at Beijing’s science and technology planning project in the whole process of the project of the practical work as an application example, and achieved good management effect; it is further proved that this management system has the characters of systematicness, suitability, pertinence and rationality.
