Now, the emphasis of enterprise talent assessment has changed, it has become from meeting the need of vacancies to selecting the high-quality people which can help the enterprises to achieve their strategic objectives. Item response theory is a kind of modern psychological measurement theory. With the deepening research on the item response theory, it will bring more profit and enhance the core competitiveness of the enterprise which based on item response theory. Based on the understand of current situation of talent evaluation, enterprise personnel assessment are now in the single expert evaluation, and the methods of evaluation system are just in the simple linear weighting method. Therefore, this paper uses the rough sets and is based on the item response theory, using gray correlation analysis method to the enterprise personnel assessment system for the design and development of rough sets and grey relational linear weighting methods for enterprise talent assessment system is designed and developed which takes item response theory as the foundation.The title of this paper originates from the unit responsible for staff recruitment, training, appraisal department personnel selection process on the application and management of staff quality and evaluation methods and implementation of information needs. With the item response theory, synergetic theory as the theoretical basis, to take the theoretical analysis method, system analysis method, statistical analysis method, experiment method, considering the evaluation difficulty assessment, distinguish the influence degree assessment and evaluation of performance factors, enterprise staff ability and comprehensive quality, enterprise personnel assessment project construction coordination reaction model, Development Study on Evaluation of enterprise comprehensive quality and ability of staff evaluation quantization and standard, to complete the enterprise personnel assessment system model construction and the enterprise personnel assessment system structure design, with the help of database information means and through enterprise talent assessment system to achieve systematic.Through the research and application of enterprise personnel evaluation system based on the item response theory, combined with the characteristics of various qualities of enterprise staffs information, the true and great first-hand information, analyzes on the basis of sufficient materials, easier access to features and rules of behavior science, is conducive to promoting the scientific progress behavior. At the same time can practice related to improve business development related entities, the government guides the enterprises, provide an important theoretical foundation and support for the evaluation of enterprise talent, and in practice for the enterprise personnel recruitment, training, staff scientifically and planning the internal personnel selection provides the basis and theoretical support.In practical application, according to the culture and strategic environment, it needs to correct enterprise talent assessment system of target enterprise, and set parameter of the evaluation system model, to ensure the accuracy and effectiveness of measuring results, improve the reliability and validity assessment. Also the system make detail description in stuffs synthetic competency evaluation and relevant job compatibility. In the system empirical analysis, the paper put the designed system applied in the selection of one group, which hope further inspect the system in practical.
