Research On Financial Guarantee Subject In Crisis Management

In recent years, public emergent incidents have been increasingly growing, resulting in serious casualties and property damage. At present, China is in the middle of economic transition and social transformation, the way of centered financial guarantee may has favorable advantages, but it can also prevent social resources and civil efforts from coming into play. Thus, the way, which can’t adapt to the financial needs of crisis management and replace the market economy, has been made deficient. The problem is that when public emergent incident occurs, the emergency funding often fail to relief the situation in a timely and sufficiently way, thus compromising the effectiveness of government responses to the incidents. Therefore, there is a great demand to shift from the traditional way of financial security to a new pattern, wherein the advantages of government, market and society are fully realized. The formation of joint prevention and share the losses and are complementary to each other regarding to a diversified crisis management pattern. Based on China’s realities, this thesis introduces the concept of collaborative governance, takes the practical experiences of United States and Japan for reference, analyzes the financial guarantee subjects in China’s crisis management, and puts forward strategies for correcting existing problems.
