The Risking System Research On Financing Guarantee Enterprises In Shenzhen

In order to solve the financing dilemma of small and medium-sizedenterprises, in March2010, seven ministries jointly issued the InterimRegulation on the Administration of Financing Guarantee Companies.From then on financing guarantee companies have been supervised by thegovernment and all the companies should comply with the regulation nolater than March31,2011. But in2012the “hua ding and chuang fu” casehappened in Guangdong Province and the amount of money involvedamounted to more than900million RMB. There still are many problemsabout financing guarantee enterprises. Financing guarantee companies havenot been generally recognized by the market so far.This paper takes Shenzhen financing guarantee enterprises as theresearch objects to study these problems by investigation and otherresearch methods. The paper analyses the development of financingguarantee enterprises in Shenzhen and what main problems are about theseenterprises. Respectively from three angles, i.e. the requirements of lawsand regulations、business characteristics and organizational structure ofthe enterprises, this study discusses which risking control system thefinancing guarantee companies should establish，and then summarizes general risk control model and guides enterprises in practice. It hopes toachieve one of the original intentions of the seven ministries, namely "toimprove the recognition of the society especially banks and other creditorsof the financing guarantee companies; to promote the development of smalland medium-sized enterprises."And based on this, this thesis points out what the developmentalenvironment of financing guarantee companies should be、puts forward apreliminary framework of financing guarantee companies regulation andmakes suggestions to the companies. Hope to make contributions to otherresearchers’ studies and to discuss further.
