Study On The Problems And Countermeasure Of Safety Managerment Of Sea Passenger In Zhoushan

As an emerging island city, Zhoushan is located in the south of the Yangtze Estuary and in the East China Sea at the outer edge of the Hangzhou Bay. Zhoushan is famous as the largest islands in China, which is located in intersection of the east of Chinese gold coast and the golden waterway of the Yangtze River. It backs to the vast economic hinterland of Yangtze River delta and is the main portal of Chinese eastern coastal and the Yangtze River. Zhoushan is rated as one of the four key waters by the Ministry of Transport and it is also one of the most intensive domestic navigable water. There are four characteristics of sea passenger in Zhoushan, plenty of pointes, vast area, long lines and large quantities. It is difficult for safety management of sea passenger in account of its complicated maritime traffic environment and unique geographical location.In this text, we take the sea passenger in Zhoushan as the research object, combined with mine years of experience in the work of transportation industry. We discovered the existing problems of the sea passenger in Zhoushan. The sea passenger transport infrastructure is obsolescence. The operating conditions of sea passenger enterprise cannot meet the demand of the qualification measures. The quality of sea passenger employee is not high. Violation of transport is still there and the emergency rescue forces need to be strengthened.Since the Zhoushan Islands new area becomes the national development strategy, it needs to review the safety management of sea passenger in Zhoushan based on the new situation. In the basis of the public management theory and the practical situation of sea passenger in Zhoushan, we discuss the countermeasures and suggestions of strengthening the safety management of sea passenger in Zhoushan. First strengthen the concept of safety management. Second strengthen the construction of legal system and improve the coordinated management mechanism to complete the safety management system. Third strengthen the infrastructure construction, such as maritime transport and maritime safety regulation. Fourth establish the standard of supervision and evaluation system. Clear responsibility system and pay special attention to the supervision and inspection. Fifth raise the level of emergency management. Enhance the team and capacity building and improve the emergency rescue system to provide a reference to assure the safety of sea passenger in Zhoushan.
