Chinese always focus the topic “Food”from ancient time,this is the basis of human life,and food safety is an important factor affecting the quality of human life.Food safety issues have been the public concern,and also have become the priority of national governing.From two factors to consider,the non-competitive and the non-exclusive,food safety is included in the extension of the concept of public goods.First,food safety should be enjoyed by every member of society,and the free consumption of a person's food safety does not result in a reduction in the quantity and quality of consumption of food for others;secondly,food safety can be done for all members of society Consumption,that is,a person's consumption of food safety does not exclude other people's in the same period of time.The government,as the guide of social management,lead the historical mission of protecting food safety,and how to carry out reasonable and efficient supervision and management has become the focus of this paper.In this paper,through empirical analysis,comparative analysis and other methods of food safety supervision of the theoretical analysis,to find a standpoint of argument.Mainly to Zhoushan,the status of food safety supervision as a practical basis for the analysis of the current regulatory issues,and to absorb domestic and international experience in food safety supervision.We give the suggestion of improving of food safety supervision.In the first and the second chapter of this paper,we analyze the food safety supervision from the standpoint of theory.This part discusses the theoretical and practical significance of studying the food safety supervision problem,and highlights the importance and practicability of the problem.At the same time,we point out the problem that need solving in this article.The public governance,information asymmetry,and the integrated government,these three theories support the internal exploration of food safety supervision.The third chapter is based on the actual situation of Zhoushan to elaborate the historical process of the specific food safety supervision division in this area,and analyzes the reality of food safety supervision in Zhoushan.According to the region different historical period of economic and social development needs and national food safety supervision requirements,Zhoushan food safety supervision has experienced the concentrated,decentralized,coordinated,and unified four stages,the main content of the supervision of who is regulated,what supervision and so on.At present,under the influence of the reform of the food and drug system,unified supervision is carried out in some areas in China,and some of them are merged with the original industrial and commercial departments,food and drug supervision departments FDA,and in some areas where the industrial and commercial department,food and medicine supervision FDA and quality supervision.The three municipalities merged,and even merged with industry and commerce,food and drug supervision,quality inspection,by the letter commerce and communication office,agriculture and forestry office and other multi-run,Zhoushan has adopted three offices to set up a new office to implement unified supervision,that is,Quality Supervision Bureau,Food and Drug Administration functional integration.Food and beverage supervision function of Health to submit methods.In today's food safety supervision,it is necessary to introduce social governance,limited government concept,abandon the past “all-round government” thinking style.We built the information publicity system in general,to release a large mount of food related information for consumers and market.We solve the unequal communication of information,and intervene the market failure with suitable government force,then to solve it.
