Existing policy and institutional constraints, again there is a concept of adjustment and the constraints of department interests, but also involves technical issues.Therefore, how to further improve and promote the centralized treasury payment system reform has become an important problem to be solved in theory and practice of executive branch.The author follows the basic analysis, proposed the question, the analysis problem, problem-solving ideas, adopt the literature research method, investigation method and empirical research method, through a large number of data, literature collection, reading, analysis, in-depth research, on the basis of academic research results about the payment system of centralized treasury at home and abroad, combines the related basic theory and practice research data phase, theoretical arguments for reform of treasury concentrated payment use of public finance theory, system innovation theory and public choice theory, and takes Dezhou City centralized treasury payment process and experience of the reform as an example, compare the implementation of centralized treasury payment system changes before and after the reform, summarizes the achievements, then system analysis of Dezhou City, the deep reform of treasury concentrated payment problems, put forward under the new situation, how to further deepen the reform to perfect the centralized treasury payment advice.
