Study On Problems Of Implementation Of The Centralized Treasury Payment System Of Local Governments

The centralized treasury payment system overcome the shortcomings of the decentralized payment system,such as regulation difficulties,low efficiency and low security of financial fund.The centralized treasury payment system is the important part of the national treasury management system,and accords with the connotation of the public finance.The reform of the centralized treasury payment system has been carried out for more than a decade,and scholars at home and abroad have conducted deeply researches on this system.The system is becoming increasingly mature.Most of past studies is on the macro level,and there is not much theory guidance on the implementation of regional centralized treasury payment system.This article analyzes the implementation of the centralized treasury payment system of Hebi city,and research the problems in the implementation of the system based on the principal-agent theory,institution change theory,and policy implementation theory.Make cause analysis on those problems,then put forward countermeasures on institution,executive staff,informatization,dynamicmonitoring mechanism.This article aims to deal with the problems in the implementation of the centralized treasury payment system,and provides references for local governments to improve the implementation efficiency of the system in theory and practice.
