Agricultural subsidies is the most important and the most commonly used toolsin the government of a country’s national system of agricultural support andprotection policies, is the government transfer payments to agricultural production,circulation and trade. For a huge economy that has a population of over1.3billion,the agricultural safety is crucial. Farmers are the main agricultural production, for asociety with more than800million farmers, how to maintain a steady growth offarmers’ income is the major issues in the economic development. As a largedeveloping country, China needs to be improved as the conditions of production,agricultural population in the agricultural subsidy policy design there are manyneeds to develop and perfect place.Since the founding of New China, China’s policy of agricultural subsidieschanges, especially since2004, the policy has undergone a landmark change, fromthe original businesses and consumers as the main target beneficiaries of indirectsubsidies to direct subsidies for food and agriculture as the main targetbeneficiaries, it greatly improved the agricultural subsidy policy role inmaintaining economic security. Although the policies still have some deficiencies,but because it has certain advantages in terms of policy efficiency in theforeseeable future, the policy will continue to be an important means ofGovernments to promote and maintain agricultural safety.In this paper, it used literature, historical analysis and the case study method,through the analysis of the evolution of China’s agricultural subsidy policy, pointedout the problems of China’s agricultural subsidies policy, combined with China’snational conditions and the experience of the foreign policy of agriculturalsubsidies, give some suggestions agriculture for the future development of China’ssubsidy policy and established agricultural subsidies in line with China’s nationalconditions.
