Study On The Function Of The Government In Rural Surplus Labor Transfer Process

Our rural per capita arable land area is small, irrational industrial structure in rural areas, coupled with the continuous increase rural productivity has led to a large number of rural surplus labor force. According to statistics, in2011the national population of230million people flow, which accounted for80percent of rural household population. With the continuous development and prosperity of our society, the economy, the rapid development of urbanization, the continuous improvement of rural economy, China has a large number of farmers under the guidance of the government, from the shackles of land gradually from agricultural to non-agricultural industries, the rural to urban migration, at the same time, the government in promoting the transfer of rural surplus labor force in the process, there have been many functions "offside" and "absence" of the phenomenon, but also gaining attention of government departments. For example:the government’s lack of economic functions, cultural functions of government to play perfect, social management functions of government is not perfect, the absence of government and other public service functions. This paper analyzes the United States, Britain, Japan and developed countries, the Government of India and various measures to promote the use of developing country on the basis of the transfer of rural surplus labor, summed up the lessons learned and the reality of our country, the government proposed to promote the transfer of rural surplus labor specific policy recommendations.Currently in China’s vast rural areas, there are still a number of surplus laborers in this part of the smooth transfer of rural surplus labor force not only to successfully solve the "three rural" issues affecting the country and achieve the great goal into the communist society, while the government as an important enabler of rural surplus labor must be clearly aware of their role, give full play to the basic functions of a good economic, cultural, social management and public services, improve the efficiency and quality of government services, better promotion of rural fast and efficient transfer of surplus labor.
