The Study Of Transformation Of Government Functions In The Process Of Transfer Of Chinese Rural Labor

Rural labor transfer belongs to the allocation optimization problem of publichuman resource; it is also a necessary process of social development and is the power topromote social development. The government plays the role of government service inthe transfer of rural labor force. Service ability has an important influence on thetransfer of rural labor force. At present, the role of Chinese government in the transferof rural labor force is still not optimistic, and there are many problems in the process ofpromoting the rural labor force transfer. For the smooth transfer of rural labor force andpromoting the rapid development of social economy in our country, the governmentmust define the role of the government, improve the functions of the government, andprovide the system safeguard, employment service and public service measures, thusspeeding up the transfer of rural labor to cities.The urban construction of Chongqing develops rapidly, and rural labor transfers alot. Especially with the reform of the household registration system in Chongqing City,there will be more and more rural labor transfer to cities and towns. Therefore, underthe new situation, it is particularly important for Chongqing government to how toimprove the functions of the government and accelerate the transfer of rural labor force.on the basis of the domestic and international theory and practice of governmentfunction and the transfer of rural labor force, combined with the current situation of therural labor transfer in Chongqing, the study analyzes the functions of Chongqinggovernment in the transfer of rural labor, puts forward some effective strategies toimprove the functions of the government, and guide rationally the rural labor force toachieve the orderly transfer.For improving the functions of the government in the rural labor force transfer, thestudy researches the government functions, reason and countermeasure in the transfer ofrural labor force based on lending to domestic and foreign literature. The main researchcontents are as follows: Firstly, the concepts related to the research are defined,including the rural labor force, the transfer of rural labor force, the governmentfunctions, improving the government functions. Secondly, the study reviews on relatedtheories of government and rural labor in domestic and foreign country; and the studymakes comments on the theoretical research. At the same time the study analysis on themodel of the transfer of rural labor force in part of developed countries and developing countries and sums up the inspiration for transfer of rural labor in china.Thirdly, the studyresearches and analyzes the effect of the functions of the government to the transfer ofrural labor force, and also take the transfer of rural labor in Chongqing city as anexample. The study analyzes the present situation of the transfer of rural labor inChongqing, the status of present situation of the government functions and governmentfunctions. From the functions of the government administration,economy development,cultural education and community service, the study summarizes and analyzes theexisting problems and reasons of the government function transfer of rural labor inChina based on the theoretical research, empirical analysis and interview record. Finally,respectively from the administrative functions, economic functions, cultural functionand social function of the government, the study puts forward some concrete measuresfor perfecting the rural labor force transfer of government functions, including policyplanning, the prosperity of township enterprises, intensify education and training ofrural labor, and rural labor transfer service system.
