Research On Present Situation And Potential Of Scientific Research Management Under Scientific Research Project System

This paper introduces the model of scientific research project-based system. Based on the literaturereview, after discussing with scientific researchers, I designed the questionnaire of scientific researchmanagement with a large number of issues related to personnel management and made survey on thepresent situation of scientific research management. The questionnaire mainly includes four aspects: thepresent situation of the scientific research management system construction under the background ofscientific research project-based system, the present situation of the whole process of management inscientific research project, resource configuration, and the status of construction of the scientificresearch management. Based on the survey data, I built an index evaluation system of scientific researchmanagement potential to analyze the potential of scientific research management level betweenuniversities and scientific research institutes. Results show that the management level for the scientificresearch institutes is higher in the future.I also analyzed the present situation of scientific research management under the background ofscientific research project-based system and explored the problems of scientific research management,which mainly includes two aspects: organizations and the superior departments, and the policyimplementation. Based on the results, the following policy recommendations to promote our scientificresearch management potential are put forward:1. Advocate all the personnel to participate in theconstruction and improvement of scientific research management system；2. Put more attention to theimportant role of the supporting organizations, make full use of their advantages and coordination tocreate a good scientific research environment;3. Deepen understanding to constantly improve thescientific research project-based system.
