With the continuous development of the international economy and trade, port enterprises have gradually evolved from a pure transportation hub into international logistics center. With the continuously improve the efficiency of port operations, port enterprises have becoming pay more attention to information technology, quality of service and so on. As an important indicator of the quality of service, the safety of bulk port cargo transportation has a major impact on the quality of service. It has become the primary problem of port enterprises that how to enhance the safety of transportation as the efficiency improvement of port operations.Risk management is a systematic and cyclic process, which means the risk management is risk identification, risk evaluation, make the risk countermeasures, implementation the risk treatment scheme and check the effect. The main purpose of risk management is to avoid risk by identifying risk.Risk identification plays a decisive role in risk management, mainly because the risk identification is the first step in risk management, therefore, how to effectively identify risk and reduce or control the loss is the purpose of the paper.The paper will do some research based on the business process management theory, risk control theory, the theory of Petri net, internet of things technologies:Firstly, it utilizes the flow analysis, causal analysis and field research method to analyze the port transportation means and specific operations, pointed out the possible risk in bulk port cargo transportation process and qualitative assess possible consequences; Secondly, it put forward the improved transportation process through comprehensive using internet of things technologies, process management theory and risk control theory; Thirdly, using PIPE (Platform Independent Petri Net Editor) software for most representative process of truck weighing transportation process to establish the model and validate the reasonable of model, adopting the ExSpect software to carry on the model simulation and analysis of simulation results to verify the effect of the solutions; fourthly, the paper carries on the system design and implementation.
