Agriculture is the fundamental guarantee for the development of a country or region, and for our country such a large agricultural country, the low level of development of agricultural production, the speed will directly affect the level of the whole society development. In our long-term agricultural development, the problems are also increasingly prominent, especially in the agricultural development process more environmental problems should be cause for concern. In order to comply with the requirements of the party’s18report, new agricultural development, we must improve the traditional agricultural development, ecological construction and environmental protection into the development of new agricultural system, improve the efficiency of China’s agricultural development environment.Research ideas in this paper are:First, on the basis of the environmental efficiency of agricultural research literature for review at home and abroad, to determine the research direction and analysis methods in this paper; Secondly, according to the actual situation of selecting the appropriate model and index selection in accordance with the principle of selecting indicators, the establishment of evaluation system, empirical analysis of the environmental efficiency of agriculture, to solve the results were analyzed, with separate horizontal and vertical analysis, while the eastern, central and western regions were analyzed; Finally, according to the results of the analysis results of the development proposed to increase the efficiency of agricultural environment Related reasonable policy recommendations.The main conclusion of the study:When not consider environmental factors, the environmental efficiency of our1997-2012annual average of agriculture is not too high in all regions, in which the environmental efficiency of agricultural eastern region of highest average, followed by the central and western minimum, a large number of input redundancy and outputs inadequate and agricultural non-point source pollution generated (including CODcr, TN, TP) is the main reason for inefficiency; but after taking into account the environmental factors, the environmental efficiency of regional agriculture has significantly improved, which increase the maximum area for the western region, improved24.3%, indicating that the efficiency of agricultural environment affected by environmental factors more serious, including natural disasters, rural household net income, educational level, and government support for agriculture and other aspects. Therefore, in the future development of the agricultural environment, not only to focus on the output of the agricultural non-point source pollution in the environment, but also pay more attention to environmental factors, the development of the agricultural environment, gradual improvement and development of China’s adjustment of agricultural environment, the formation and build good Agricultural development environment linkage mechanism, better and faster development of agricultural environmental economy, improve the overall efficiency of the agricultural environment.
