The Research Of The Governance Of Megacities’ Undocumented Restaurants

This article make the research of the governance of informal economy from the perspective of social stratification and social strain through analysis of the governance dilemma of the undocumented restaurants in x district of shanghai.A huge bottom society has formed with the development of marketization,industrialization and urbanization in the city,which is in structural strain condition with the mainstream society because they belong to completely different employment market and norm of conduct,but the behavior standards which apply to the act of the bottom society are established according to the interest demands of the mainstream society.The standards which satisfy the mainstream society are so strict that economic activities of the bottom society to meet the low-end market demands and start their own business can’t reach to and be thought of informal,this is why the undocumented restaurants is undocumented.Based on the new viewpoint of informal economy and survey of the undocumented restaurants,The writer propose that the government should relieve the structural strain,and upgrading of industrial structure and rapid urbanization to downsize the bottom society are fundamental measures for the governance of informal economy,including the undocumented restaurants.At the same time,the government should change ideas and distinguish between the informal economy and negative externalities in condition of the recognition of the rationality and longinquity of informal economy.The government should be a good interest coordinator between the bottom society and the mainstream society,and make rules according to the actual situation to guide, support and norms the informal economy,and supply the people of the bottom society with social security and public service system as more as possible to help their intergration to the city.
