As the China’s economic development increasingly integrates with the trend of globalization economy, the Chinese enterprises accelerate to expand the overseas market as a trend and market strategy for corporate development if face of the domestic market is tending to saturation. The corporate not only compete in domestic market, but also face the competition from international competitors at the same time. How will the corporate win from a challenging competitive market environment, require the corporate to meet the new requirement of market competition from its operation and management system.As a method of corporate operation and corporate management, the project management proves its science and effectiveness fully. Through scientific effective project management system, the corporate can ensure to realize the three basic project factors project cost, project quality and project schedule according to the requirement of project, the corporate can stand out from the competitive market and reach a virtuous development cycle.At first, according to the project organizational structure implemented by QSY company, the paper analyzes the problems occurred within the process of88class locomotive project through the views of the corporate top management and project management experience of the large complex project, points out the selection of project organizational structure, the incomplete project management system and the lack of the experience of project management team are the key problems that caused to deliver the88Class locomotive project.Secondly, the paper begins with the concept of project management, expound and analyze project organizational structure, project plan and control, project risk management, project communication management the four aspects theory, collect, conclude and analyze all the factors to delay the project progress during the process of project implementation, then analyze the reasons that delay the project schedule in detailed from the88class project organizational structure, project plan making, project plan control, risk management, human resource and the authorization, experience and communication ability of project management team.Finally, the paper incorporates with the existing organizational system and management system, offer a serial of operable suggestions to improve the corporate project management system and project management team through implementing project management idea within all employees, selecting a strong matrix project organizational structure, establishing a perfect performance appraisal system, increasing the training of project management theory, setting up a perfect project management operable documentary system, enhancing the professional ability training and selection of project management team member, perfecting the authorization for project management team, improving the communication ability of team member, lay the foundation for performing the project management system in the corporate.
