Study On The Investment-inviting By Villages And Towns Of Kunming

With the development of society and economy, the economic gap between regions are widening gradually. To change the current state of development and narrow the development gap between regions, we need to attract external funding, projects, technology, qualified personnel and other factors of production. Kunming chooses the way of attracting investment to accelerate the economic development to ease the bottlenecks encountered in the process of social economic development, and by introducing competition mechanism effectively, provides more employment opportunities and jobs. Since the beginning of2008, Kunming has introduced "approach of performance assessment in attracting investment work". The governments of county level (including cities and districts) also set up corresponding investment-inviting institutions, and work responsibility systems of investment inviting have been established at various governmental layers. In2010,134townships under the jurisdiction of Kunming government also began to be arranged to bear investment mandate. The investment performance evaluation is linked with appointment of cadres, promoted and year-end assessment, cash rewards and punishment. Therefore, this study focuses on investment-inviting work in the townships of Kunming.This paper analyzes the benefits brought to villages and towns through investment, such as promoting the development of rural economy, rural labor transfer and increase of local revenue, as well as its positive role in and influence on employment and rural infrastructure construction. Then by analyzing the present situation of Kunming rural investment, it finds out the problems in current investment-inviting policies, the problems existing in prevailing mode of operation and the scale and quality of investment. Finally, under the guidance of public policy analysis theory, the study seeks to re-orientate of Kunming Township investment policies from four dimensions, political, economic, social and ecological dimension, with the conclusion that different types of villages and towns should select different investment mode according to their individual characteristics. Based on the former work, the study explores some new modes of rural innovation and attracting investment of Kunming city.The study has found that Kunming has obtained some experiences in investment inviting. Investment has also played a positive role in rural economic and social development. But in investment-inviting work there generally exist the following problems:higher-levels of government issuing the evaluation task without carefully taking account of the actual facts, inviting investment without considering its effectiveness, inviting low benefit investment, chaos in the management mechanism of investment inviting, inviting investment for response to higher-level governmental assessment, even making false information response to the investment appraisal and etc.. In view of existing problems of township investment attracting, this study proposes to improve the investment inviting management and assessment mechanism, and permit villages and towns to be able to select suitable investment modes according to their individual advantages, local conditions and their different individual characteristics.
