In2008at the outbreak of the global financial crisis, the rapid economic growthin many countries suddenly fell into a vast swamp. In this context, in2010, the BaselCommittee officially announced the "Basel III". The agreement has become abarometer of the global financial regulatory reform, representing the latestachievements of the reform, proposed to increase the quality of capital by commercialbanks to expand risk coverage and build capital buffers and other methods to improvecounter-cyclical bank regulatory standards to guard against systemic risk to ensurethat the financial sector has a safe, fair and efficient external environment in order toenhance its ability to withstand the crisis.In2009, China officially became a member of the Basel Committee. Under thetrend of the global financial regulatory reform, regulatory reform our bank has beenofficially put on the agenda. According to the China Banking Regulatory Commissionand the actual situation in China combined made more stringent than the bankingregulatory framework "Basel III". This article aims to analyze changes in the theoryof three generations of Basel, combined with the actual situation in China, analyzesthe "Basel III" features around the bank regulatory framework, the interpretation ofboth positive and negative aspects of influence from changes in China’s bankingsector, and the corresponding countermeasures and suggestions.This paper studies the following: a comparative analysis and content of theadvantages and disadvantages of the three generations of Basel II; for furtherinterpretation with Chinese characteristics "Basel III"; respectively analysis "BaselIII" to regulators and commercial banks to actively and the negative impact of theimpact of these two aspects and propose countermeasures and suggestions that thestable operation of China’s banking industry has played a certain role.
