Research On Improved Plan Of The Chinese Patent Electronic Application System Of The State Intellectual Property Office

The State Intellectual Property Office aims to realize the informatization of application process, and prepares for legislation, policy, financial, procedures and institutional restructuring on patent application. As an national approval entrance to patent application, Research on the Chinese patent electronic application system of the State Intellectual Property Office (CPEAS of SIPO), must make improvements on adaptability. In relationship with the practice in patent application, this article treat the suggested improvement as a project analyze, which puts the Requirement Management Theory as the guideline, focus on identifying the research of the development of requirements. Through requirements elicitation, requirements analysis, requirements definition and requirements validation, this article eventually forms the requirement template of CPEAS of SIPO. Considering the complexity of patent application system, this article draws the Requirement Management Theory into requirement development, mainly including planning, edition management and scope control.The proposal on improvement of CPEAS of SIPO, is trying to provide guidance and support of the next generation of the system. Improved CPEAS of SIPO will have a practical, safe, easy operation, and friendly interface, which make the users are enable to manage CA certification, electronic files and review by computer-aided. After widely adopted the system, we could realize paperless review through all the departments of SIPO, Shorten review cycles, reduce patent backlog, reduce costs, reduce paper reviewing and reduce the case files transfer and storage costs. With the ability of inquiry and online help, improved CPEAS of SIPO will let the reviewer and user communicate fast and efficient. It will greatly optimize the entire Chinese patent application process, and can bring huge social and economic benefits.
