Optimization And Thinking Of Nanjing Urban-rural Overall Plan

The progress of overall urban-rural plan effects the development of China’sfuture and is a basis of national harmony and stability. As there is a paradox on priordevelopment in urban while hysteretic in rural now, only by virtue of structural reformand policy adjustment can we promote both parties unify with each in fields such as:planning and construction, industrial development, market information, policymeasure, environment protection and social development. Simultaneously, convertingthe dual economic structure which settled for ages ensures both areas be treated fairlyand finally push the whole urban-rural economical society pullulate in a good balance.Although lies in the developed zone of Yangtze River-Delta, due to historicalimpacts, urban-rural overall plan of Nanjing starts late and functions a little. Ruraldevelopment keeps staying in an inferior class. In order to have a city and countrysideintegration and accumulate relevant experiences, Nanjing chosen11classic orcharacteristic blocks or towns as the experimental units of urban-rural overall planand study on problems in promoting unification. This essay takes4characteristicdistricts and experimental points as samples, investigates and analyzes theirconstruction planning and related policy guarantee. According to the highlights of theurban-rural overall plan, I studied and summarized those four units’ planning,construction and related institutional guarantee in five aspects: land readjustment andconstruction of relocation sites, modeling of characteristic style and features, guidanceof the industrial development, mating the public services and the administration orrelevant policy guarantee.Meanwhile, I tried to optimize present practices in Nanjing. My suggestions canbe classified as follow: enlarge agriculture infrastructure input, step-by-step villageretreat and merger, keep the village genre, launch characteristic agriculture and urbanplanting, ensure peasants’ right on owning the field, build-up thorough employmentsystem, and set household register to promote turnover.
